Help I'm stuck getting insider preview builds.

I'm on fast ring, and stuck on build 14965.1 for months. Yet I am getting 'your device is up to date' massage. I soft reset the phone, I left insider program and get back in and yet your device is up to date. How do I report my issue to the Microsoft?
