Help needed changing regions

When i am going to register i found my region pre set to usa how to change it?

It says i need to click back but as i click back i get to the geting started page. Any help?

Go to settings then language + region and change to your country.

that's for phone. I am asking changing region when registering for a developer account

You need to change that in microsoft account. Open outlook and it must be somewhere in settings.
