help! student unlock stuck at sign in white screen?

i am trying to do student unlock to my nokia lumia 520.But this problem is coming..

i waited for like 30 min but screen stays the same .
also i have working data connectivity.

I am using 3G connection of 7.2 mbps speed..

that 7.2 Mbps is the maximum speed of HSPA, the actual speed is way lower than that.

What this guy said. It's most likely a network problem, unless you can prove that you really are getting 7.2 Mbps.

ya i know that but i am getting 650 to 700 kilo bytes per second download speed right now and also i can surf the web easily .

any other suggestion or is something wrong with my device

both the phone and PC must be connected to the internet, and make sure that the service "Windows Phone IP over USB Transport" is running (Run > "services.msc")
