Hey Cortana continues on as before... It is only for certain SoC phones (now 930/Icon/1520/950/950 XL) and may be Region dependent.

Using the latest preview build, Hey Cortana almost never works on my 1520. I've come to not depend on it.

iOS has an option to enable "Hey Siri" on older devices when the device is plugged in to external power.
