"Hey Cortana" is "ON" but disabled - Why?

Hey Cortana was working fine on my phone for a few weeks. Now, it shows as "On" in the "Hey Cortana" settings and disabled from the main settings screen. Any ideas as to why? There doesn't seem to be a way to turn it back on

try turning it back by long pressing search button.Probably you changed the region,speech or language

Having the same problem. Pretty minor, but it is curious.
