hongkong to euro downgrade

Just a quick question.

So I had a unlocked 1520 from hong kong, Manufacturer name and mobile operator was in hong kong.

But to update to cyan I had to downgrade by using the nokia recovery tool and it installed euro2_221 and mobile operator VOD-DE.

Does anyone know why I didn't get the hongkong downgrade?

Its not a problem because it works with the cyan and preview for developers.
