gota Microsoft lumia 640 from folks at wrecker yard an hard reset or whatever an now I'm stuck wit reset protection notification. an no recovery key. an no way to even kno the previous owner

Hi, I would try resetting the phone using the 'Windows Device Recovery Tool' from a PC/Laptop.
Let me know what happens after doing that.

If Reset Protection is on, then you have a brick unless the Microsoft Account on record for that IMEI provides the Recovery Key.

I'd take it back where you got it from. They need to return it to the owner.

This is the whole point of Reset Protection... It bricks the phone for anyone not the rightful owner.
