How can I enable pop ups by default in windows 10 Kiosk mode?

I"m setting up a laptop in Kiosk mode for a specific website and the website requires popups to be enabled and eventually the website will prompt to allow pop ups but I"d like to just have it set to by default so users have a smoother experience.

This computer is off the domain, and Kiosk mode uses Microsoft Edge as the browser.
