How can I prevent ANY data traffic from my pc until my vpn connection is established?

I have my own vpn server at home. I use my laptop in different places and connect to different wifi networks. some of them are public open wifi networks. there are a lot of Windows services and apps that communicate in the background. How do I prevent al that background data traffic to happen in the time between being connected to the public wifi and the moment my vpn connection is established? Anything can be sent in those few seconds/minutes.

Set up your firewall to only allow incoming connection from the VPN IP address and block all apps to connect (incoming/outgoing) except the VPN software and one browser - would that help?
