very good answer.... NOT

i dont know where it is in W10, but in Wp8 you go to phone settings and there is a switch somewhere to turn it on or off.

It's little complicated to find it in current build:

Phone app > Settings > Change more settings > SIM Settings

What is meant by "private call"? What setting are you looking at on the SIM Settings page?

"private call" probably means hiding your number from the receiver. Not every mobile operators support this so you might never heard of it.

Ah, I know that function by prefacing the dialed number with *67. That might just be a U.S. thing.

Probably, but here it's configurable in phone settings in WP8.1, used it to prank friends back in the days.. not so useful for adults unless you're a scammer or a mafia boss.

I don't see the option there to turn off blocking my number. When I call people it says "Private Caller" on their phone.
