How do I develop an app like Gestures Beta?

I've had this idea for a while about an app/feature that works with your phone's existing software. It would be editing the messaging app, kinda like Gestures Beta does with the phone. Can I personally develop an app that can have those capabilities, or is Microsoft the only ones that can do that? Thanks!

You can access all the necessary hardware via the API. That's all you need. The only difference is, that your very own app would need to be actively running in foreground in order to have those gestures working, whereas Microsoft has the ability to even make these things work in the background.
