How do I get Cortana to be voice activated on my Windows 10 laptop?

Cortana does not currently give me the option to speak my question to her. She does allow me to type a question. I want to have both options available. How do I do that?

Click on the Cortana/Search bar > Notebook > Settings > enable Hey Cortana and train her for your voice.
