How do i get the wp8.1 update

I want to get wp8.1 but don’t know how.
- I have app studio account
- I have the preview for developers app ( but it doesn’t let me enroll in the preview)

- I am in Brooklyn, NY and I have HTC 8X, unlocked and unbranded, my carrier is Telstra but I am using it on Tmobile
- I updated my phone once, and it was called “Portico” update which was in late November and early October, I am not sure...

Please help me…. I so confused and don’t know what to do.
I tried checking for updates from the phone's setting but it told me that I am up to date.
I don't want to flash any roms since that's too risky.

You need to update your phone before you can update your phone but in order to update your phone you will need to enroll in developer preview which requires you to update your phone. Sounds like you are locked into a paradox.
