How do I make the Start Screen the default at startup?

How to make the Start Screen the default at startup

(1) I have selected "on" for the full start screen
(2) When I go to the taskbar and start menu properties screen, there is not a tab for the start screet so I can not make it the default.

What else can I do to make the start screen the default?

To make it the default on startup, switch to tablet mode
