How do I PM someone?

I'm in the Window Central W10 app, and trying to send a PM to another user. For the life of me I can't figure it out.
I tried on my phone (wp10) as well and couldn't figure it out there either,
A little help would be appreciated.

what about tapping on the user profile? Will that show a send message option?

On the mobile app there is no place to "send new message". There is a "send feedback"
