How do I put a password on my pictures on my Surface Pro 3?

Picture Password disabled on my Surface Pro 3

Not sure if I should post this in SP3 forum or here... but my picture password seems to be disabled on my Win8.1 settings. When I go to the settings the "Add" button under Picture Password is grayed out and I cannot press it.
Any idea what could've disabled this feature and how to get it to come back?

Also to note. If your computer is on a DOMAIN, it's by default disabled. There is a registry hack to enable it.

You would need to talk to your domain administrator to see if they can enable it if it's a corporate computer, as it can be done via group policy.

Unfortunately after reading all these and tried all methods, I still don't see the option in my settings. The buttons are grayed out and I can't click on them. Here's a screenshot of it:

And I don't know how to check if I'm on a domain or not. I've never set that up so I don't know if some programs could've set it up by accident. Does it have anything to do with homegroups?
