my phone is failing and I have no access to the top of the screen because it is in another mode of use, I have to press twice to activate the touch and the screen

I think you're in narrator mode. Press the volume up and start button simultaneously.

The screen "issue" should be fixed. Then go into settings, ease of access, and disable narrator.
