How do I set up quiet hours on my Blu Win Jr.?

Blu Win Jr., can't set quiet hours

i'm trying to enable quiet hours but WP8 tells me I need to turn on cortana (it is) battery saver isn't conserving power (it's off) and driving mode isn't active ( I'm sitting on my couch). Any thought on what else I might need to do? I live in Canada if that helps. My phone is an unlocked blu win jr.

Just go to battery saver and let Cortana run on the background
