All the store apps on my Blu Win JR are gone and I can't download it again. Can I get some help?

all the store apps on my blu win jr are gone and i can't download it again.

anytime i try i get this message:' there is a problem completing your request.try again later.Inquiring minds might find this error code helpful:80070020
