How do I set windows 10 to allow me to resize app windows?

Microsoft automatically upgraded my computer to Windows 10, without my permission about 6 weeks ago. Windows has been working fine - no problem with resizing windows and moving them around the screen. Suddenly, after coming back to check my email, the windows for all apps stopped allowing me to resize them or move them.

Is there a setting somewhere that controls this feature? My computer is not in tablet mode - it is OFF.

What do I do to fix this?

Have you restarted the pc and checked again?
Also, check for updates - there might have been an update installing
