How to call in windows phone 8

How do I make a call on windows phone 8, I tried calling, it just keep displaying a message ask me to disable call barring. I do not know what it means, I tried putting the sim card on other phone, it works, however putting back the sim to windows phone 8, it just doesn't allow me to make any call

go to settings, swipe right to applications, phone, and check those settings.
go to settings, scroll down to cellular, check those settings.

I don't know what call barring is - never heard of it. Might help to narrow it down if you told us a bit more. What country, what carrier, that kind of info.

That has to be something set from your network provider.
There is NO OPTION for call barring on Windows Phone itself so you will have to ask the cell provider,
perhaps the phone isn't paid for or a payment was missed, contact the network provider.
