How to download apps/games

How can I download apps without Wi Fi/ 3G? I've tried via push notifications but I just don't get it how it works.
This is what I get when I want to install.

I don't know if direct download from desktop browser to phone is really working as in WP7.*. Try to activivate Find my phone feature first in your phone(allow/switch location services on) and in windowsphone.com up in find my phone options you need to provide details as Country/Location and Mobile number you are using in your windows phone.

My friends can download w/o Wi Fi from Google Store/ iOS Store. Microsoft is so lame...

The reason that WiFi is needed to download apps/games larger than 50 MB is because people would complain if they exceeded the data usage allowed by their carriers' plans.

Unless Apple has changed something, 50 MB is the limit for iPhones too. Apple Increases App Download Limit to 50 MB Over Cellular Network | iMore.com

I did read it but just thought that he was using 3G. I figured that someone who has over 200 posts knows that some type of data connection is needed, and he just made a typo.

Do you have cellular data turned on?

Do you have 3G data, 4G data, LTE data? What symbol do you see?

Wow. Maybe there is a 51+. Mine just changed to 20! This is weird. Now that brings the question why are there different sizes?
