How to lower volume below 1 on Windows 10 mobile?

I have Windows 10 Mobile on Lumia 650. The Bluetooth headset volume at level 1 is a little too loud for me. I usually go for 2-4 (usually 2 or 3) on Windows 10 desktop with my Bose QC3.

I see the equalizer option doesn't work when connected on BT. Is there an app that allows for finer volume control or provide an universal equalizer? Or is it possible to reset the maximum volume at the system level?

You have very sensitive ears. Rather than trying to get the input volume lower (you can't), try dropping the amp power. All BT devices use an amp (they have to) so adjust the volume on your headset or speakers.
 
And if that doesn't work, I know CorePlayer can reduce volume further if you enable the volume control in the app.

Really? Interesting. They must be using a post processing algorithm to do that though, which may well reduce the quality of the audio and will certainly eat battery power. Better to address the amp in the client device if at all possible.

Any power consumption was negligible to me and ultimately it's just an option - hopefully OP has a hardware option too.
