How to prevent a program from starting before assigned time?

Hi there! I want to prevent certain programs to run before a certain time of day, with task scheduler.

I'll give an example:

Steam and Battle.net can only be started AFTER 14.00 hours, and can only be restarted until 00.00 hours, and after this time-slot, they are once more blocked, not to be unblocked until 14.00 hours, the following day.

How do I go about this?

Ah! Excellent! Thank you very much. = ) Is there any way to do this without setting up a child-account tho'? I'm actually doing this for myself, so there wouldn't be a need for a separate account - I'm trying to take control of my gaming-habits, you see.
