How to restore backup?

Upgraded from 8x to Icon. 8x was upgraded to 8.1 and I was excited to use the new 8.1 features to restore my apps and start screen from the 8x to the Icon. But... didn't happen and I can't see how to do a manual restore?

Not sure if it had an affect but I skipped the initial account setup at the store because I set up two step verification and needed to get an app password from the website. Setup the acct when I got home and proceeded to upgrade to 8.1 but no restore of start screen or apps. And can't figure out if our how I can do it manually now. Any help appreciated!

Is your Icon also running WP8.1, only then can you backup the start screen. For restoring your app backup, you have to hard reset again (or just go to backup settings and select manage backups, but I don't you can restore from there) and then sign in and select the backup you want.

You only get one chance to enter an account to restore from. If you skip that your chance is lost. Should have turned off two step and reset again.
8.1 installs with what you have on the phone.
 
Yep, had to hard reset in order to get to the option to restore backup. I've had this problem before, its really a little annoying that you have to go through a hard reset rather than being able to manually initiate a restore. Anyway, its all good now, I was able to choose a restore from my old phone and worked well. I noticed that the Icon already had a restore saved, but it didn't delete any of my previous restore points just added a new one.

Interestingly, when I put my account password in this time it didn't choke on the second factor, it flashed a message that it had verified the phone number matched my security and accepted the password like it would on a trusted device. I wonder why it didn't do that when I was at the store the first time. Anyway, not sure how that restore would have gone since my backup was from 8.1 and at that time my phone was still just 8.0.

You get that chance if the backup is not overwritten and you hard reset your phone (maybe).

When I upgraded from the 928 to the ICON and did the restore, it showed me 5-6 backups.....Will it actually overwrite the newest one ? The first time I tried it did not ask me to restore and I tried to look for it, I had to hard reset again and then it asked me...
 
A quick fix if you want to know how many backups can be saved. Open OneDrive, see the Devices button on the left sidebar. It shows you the backups with their dates and device names.
 
I had a Lumia 920 with 8.1. I made sure backups were enabled and current. Did a factory reset and it restored everything but the start screen. I was so pissed and don't understand why it didn't work.
