How to take the best quality pictures?

As I take some pictures, I've noticed that some pictures are 2mp, others 4mp etc.., when my camera is a 5mp shooter (521). Is there a reason for this? Or how can I get the best looking pictures? (by moving around some settings)

I just tested this, and the 4:3 photos were always 5mp, and the 16:9 were 4mp.

I think 4:3 doesn't have better quality but it covers more vertical space...

I kinda did notice a slightly better quality with 4:3. I took two pictures of the same thing with both ratios, and the 4:3 looked a but better
