how to turn off background data when using cellular network ?

When I turn on data connection using cellular, my SIM balance is goes nil in quite a short time due to background tasks using data. Here, cellular data chargers are quite expensive in my country. I did try using data sense and turn off live tiles etc. Looks like some apps like cortana will still use data in background on cellular network. So, can I enable only some apps like UC browser to use data connection and completely turn off cellular data for background tasks and apps using data in background ?

Either turned data completely off or buy data bundle deal from Telco.

If you're on WP8.1 you can turn off apps that run in the background by going to your app list and selecting Batter Saver app.

When you're in Battery Saver just tap the app with background processes and turn them off.

You can adjust the email settings individually as well in the email app to state how often your receive email.
