I am a new user for windows phone , Can I upgrade to windows phone 8.1 ? or i have to use the developer preview until Verizon publish it ?

You have to wait till Verizon 'approves' and pushes Lumia Cyan (WP 8.1) so as to have WP 8.1 on your phone.
You can go ahead and use Developer Preview till then.
