How to use speech recognition service?

Hello guys,today i tried the speech recognion service (when you hold the windows button),as my mother language isn't there,i wanted to download English (UK) that is about ~35MB,but i waited a few minutes that should be fair time as my internet signal is really good but still haven't download it yet. Can i download it from my pc and then put it in my phone?
I'm done with this app but it didn't really impress me,most apps such as fb or games don't open with speech

You can only download it from your phone, are you using WIFI to download or Mobile data if your using Mobile try WIFI.

You can set it to English (usa) it work fine( no need to download uk pack)
