How to use windows registry in order to extract the log information of any application.?

I want to create a file which have entry of all running application/processes with its start time and when that application/process gets terminated then that end time will also be recorded(Using any programming language like C or java).
I don't know how to access windows log or event viewer for this purpose.
Plz help me out.
