I spotted my HTC 8x can switch into fast or slow modes in windows insider app.but the phone doesn't receiving any update to 10 neither 8.1.2.

only lumia devices are currently recieving win10 TP builds. hold on for future builds which will be available for much more devices good day

but yes, the insider app is just an app, it won't pull down any Windows 10 for Phones Technical Preview builds until MS make one available. If they do.
