html5 video not a guarantee to work on wp8.1?

Just wondering why this nasa site tells me I need flash or html5 to play the video. I'm using a Lumia 930

Okay, having checked myself i can confirm I get the same thing although youtube plays just fine.
Running build 12400.899 8.1 DP on my 920.
