I am getting this: "Mulatto.exe This application can not be started"

I don't even know what that program is and it is popping up several times while I'm online and even when I'm off the 'net. I checked the .net framework and can't really tell if it's from there. I upgraded from Windows 10 to 11 several months ago and this just started this week.

It's getting past a random nuisance and now a full-blown annoyance...

How to fix this so it doesn't come back is what I'm looking for so if anyone out there can help, I'd appreciate it a lot!

Since that isn’t a Windows file (or application) that I’ve ever heard of and obviously something is trying to start that application, I’d suggest you are going to want to run some system scans to see if you inadvertently installed something that you don’t want. I’d strongly suggest running a scan using Malwarebytes and also Windows Antivirus. I believe there is a free trial you can use with the first one - but you will certainly want to scan your files as a first step.
