That's a strange way to report a bug is fixed and a work around is no longer needed.This workaround is no longer working.

You are right. MS's fix is being installed to affected phones. But they say it could take days before all are updated. When I posted it had been fixed, I hadn't read the fine print about the fix not being instantaneous for every phone.It would have been, if the bug was actually fixed. Downloading from the Store on WP8.1 still fails.
