i bought a toshiba satellite a couple of days ago and it constantly restarts

when i try to start my new laptop it gets stuck in a cycle of rebooting before it finishes turning on due to an apparent error in installing windows 10

If this is a brand new computer, I would take it back and exchange it or get a refund.
