I can't download recovery image for surface 3 lte 128, stuck on 70%

I can't download recovery image for surface 3 lte 128, stuck on 70% or some other middle position every time. Microsoft server is responding irritatingly slow, needed around 13 hours for this 70%. and, it is not resume supported. so, i should again start from scratch. how can i get a resume supported link for this? or anyone can share this for me?

Do you have a SD card installed? If so, sometimes they will stop OS updates, etc. Remove and try again.
