I can't get quiet hours to work

I have a Nokia Lumia 520 am in Oz and trying to get 'quiet hours' to work. I can't get it to go past the same screen which says "to use quiet hours you need cortana on, battery saver not conserving power and driving mode not active". I have checked that cortana is on, battery and driving mode off but still no luck. Any help would be great. TIA

Are your sure Cortana is available in your country? Which windows you got, 8.1? Try changing country and language to another neighbourny country then reboot your device
