I can't upload a windows 8.1 app on the new Dev Center.

I can't upload a windows 8.1 app on the new Dev Center. It is only letting me upload an app for windows 10. How do I still upload an app for windows 8.1. Since very few phones are currently running windows 10, I would like my app to be published to the windows 8.1 store. How can I do that?
