I click on Cortana and it does not do anything

all of my icons at bottom that I could click on are gone and I cannot get anything when I click on Cortana or the windows icon

I cant press the reset phone button on the settings. I want to know how to perform a button reset.

Switch off....
Press POWER + Volume down key.... After the "!" Mark appears press the following keys in sequence...
Volume Up ->
Volume Down ->
Power button ->
Volume Down
