I definitely have 15 apps open, but task switcher only shows 7, what gives?

Says it all in the title. I know there's more than 7 open because when I look at which 7 are open, I could start another app not in the task view and it would resume rather than open fresh. Is this by design?

I think it might have a recent apps limit of 7.

Why? Maybe so people wont have to scroll to infinity in some cases. (I know iOS does this, perhaps for cleanliness so you wont have people swiping away 30 cards like I see some people do with their iPhone)
