I have successfully downloaded photos to Windows 10. How can I import those photos to Craigslist.

Uhh... Open the browser and upload? Or if you want to use an app then "CPlus for Craigslist" is an excellent choice.

Craigslist has a photo uploader...

If the ad already exists, edit the ad and go through the screens until you get to the photo uploader.
