I installed Windows 10 upgrade from 8.1. I have no start menu function with Identity issuea

I'm having identitfy verification issues, I've tried several powershell commands and stuff I've looked at online to no avail. I can't navigate to the control panel or anything. Ideas? It's my work laptop and I can't get ANYTHING other than my recycle bin that won't open for me either!
