If find my phone was activated,then go to https://www.windowsphone.com/en-us/my/find and try.Contact your service provider and ask him to lock the phone by providing your IMEI.If your phone is insured,you will get a refund.

Yupe, lock it by going find my phone on microsoft account and leave a message on it. Screen message. Insured though wo t getting enough to buy new one, tried not helping it.
