I think i discovered a "bug" in the system

Hey guys, so let's say you have a PIN lock on your WP 8.1 device, because you don't want everybody to stick your hands if you leave your phone on the table or somewhere. The problem is that with WP 8.1 the notification center is usable under lock screen. So, try this, use a PIN lock, get to the lock screen, drag the notification center down, enter all settings, and hit the home button, there, you just got access to the device with a PIN code.
I managed to replicate this, each time on my device, except once, when i locked the screen while i was in settings, and then it asked for the PIN to enter the settings again.
 
I think your phone was not locked at that time. In my phone it is asking password. I have set it to ask password each time.
 
I tried this but when i click 'all settings' it asks for the the pin. Is this bug device specific?
 
If your pin code is set to each time this does not replicate, however if you set it to a time delay you can access via this method.
 
I've tried this, and nothing happened. My phone asks for the pin after 3 minutes. When I went to 'all settings' (phone blocked) it asked me for the pass. Then i touched home, and i was in the lookscreen.
 
Asks for a password for me too.

Only doesn't if I'm within the lock screen password delay period.
 
This doesnt happen if I have chosen the settings for asking password everytime. Otherwise, it does.
