Cortana Alpha is only for those on developer preview & have the GDR 1.
The Beta however can be obtained by users running the official WP8.1 by changing region & language to US, & turning on location.

set region as US and language as english US and restart, you'll get cortana beta,

Nope, not true i`m afraid, i have official Uk Cyan and 8.1 Cortana is NOT available
It IS available if i change all settings to US then US Cortana is available NOT Uk Cortana ( although interests are not available on mine ?? )
Cortana IS available only if enrolled in Developer preview either with 8.1 DP or 8.1 DP Update 1
Update 1 then offers Beta UK Cortana or Alpha Cortana India, Canada, Australia
As far as i am aware there is NO official final Cortana released as part of the O/s, even the US version is still Beta and only available with Developer preview or 8.1 in an un official manner what ever that means

It is only available for US peoples and you can't have it as it works after checking your location.

If you don't have cyan & are not on the developer's preview then you can't get Cortana till you upgrade to either of the two.

The way I fixed mine is to got so settings -> Language

I had two settings in there, the first was English (United Kingdom) and the second was English (United States). If you press and holld the one that says English (United States), it pops up a menu which allows you to "Move up" (I.E. move the English (United States) to the top of the list, I guess so it gets priority over all the others.) It then asked me to restart my phone, and after it restarted, Cortana was there in my app list.

I was not on any sort of developer preview. I just updated my phone normally when it alerted me that there was an update available.
