icon in system tray

OK, so what is the new Circle in the upper right screen that appears next to the clock supposed to be for? It appears everyonce and a while on my Lumina 920 and then it goes away. Since I am not getting spectacular battery I am making sure that I got everything off. I am thinking it is some sort of location service call happening, but it is not intuative what this icon is for.

Also , isnt there a native screen snapshot utility in Win8? anyone know how to invoke it?
