IE closed tabs reappear after rebooting Dell Venue

I have this issue on my Dell Venue where tabs I have closed in Internet Explorer will reappear after rebooting. Anybody know what might cause this?

They were closed manually (each tab) and not just close entire browser?

​If you close a browser with open tabs... It will recover the tabs on the next session as "lost work not saved."

If you close IE by dragging down from the top of your screen, try holding the minimized window at the bottom of the screen until it flips over. That should erase data from your last session.

@RumoredNow : Yes, I'm closing the tabs individually before closing the browser. I do want it to remember the remaining tabs that were left open for the next session but it is also bringing back previously closed tabs.

@Scienceguy : That works if I want to have the browser open with no tabs but I do want it to remember the tabs that I did leave open.
