I had no issues with downloading MP3's in IE11 on my phone.

Yes IE11 automatically recognizes when something is trying to download and asks you if you want to save or open it. If you hit save it recognizes its a .mp3 and puts it in the Music folder, likewise if it is an .mp4 it puts it in your video folder. Then you can go to Xbox Music/ Xbox Video and the file you saved will be there. You can also make playlists out of these in Xbox Music now. Hope this helps
