IMEI number different-unlocking issues

I have 2 Lumia 521's on 2 different accounts and seems to be an issue where the IMEI number on the T-Mobile website is different from the IMEI on both devices. The reps at the store have called customer service to attempt to have it update but it's not working. Has anyone seen this issue because it's preventing me from getting the unlock code for one of the phone and I haven't attempted the other one yet.

That doesn't make sense. What do you mean "on the T-Mobile website?" Back in May, I requested unlock codes for my Lumia 925 and Lumia 810 via the chat on T-Mobile's site and the rep just told me to get the IMEI numbers on the phones themselves. Just a few days later, I got my unlock codes and had no problem. Did you buy your 521s directly from T-Mobile or from another source/website?
 
After speaking with them, they are saying the 521 is not in their system and they cannot provide an unlock code .
On the website when I look at the IMEI the number showing on the website is different by one digit for some reason.

FWIW They said the same thing about my wife's 521. I eventually got a supervisor to give me the code. In our case, we asked for a code and apparently someone at T-Mobile generated the code and added it to our "file" but then someone else contacted us to say they can't give us the code for the same reason you stated. I'm pretty sure the supervisor was doing something he wasn't supposed to so YMMV if you try that.
