There was never any official word of Instagram coming on the 26th. We've heard more concrete rumors of it coming though, just not sure when. There is Instance to use for now, it has a free version and is supposed to be good. So use that. As for 6sec, like anything, I'm guessing they want a good experience for the user so making sure it works right. You can try to become a beta tester if you want.
